One of the Tamil Nadu government's strongest partners in the fight against HIV/AIDS, Apac-VHS, operational since 1995, will close on Saturday as funding from USAIDS has ended. In its last meeting with state health secretary Girija Vaidyanathan on Friday, director Joseph Williams said all its HIV/AIDS projects had been handed over to the Tamil Nadu State AIDS Control Society (Tansacs).
Apac was administered by Voluntary Health Services, a non-profit hospital in Taramani, with funds from USAID. Apac completed two phases (1995-2007) and was currently in the third phase of prevention and care programmes in seven Tamil Nadu districts. "It's an end to the chapter. But we are certainly going to be working with the state government in other areas," Williams said.
Vaidyanathan could not disagree. Tansacs and Apac, according to her, were more like siblings of the same family. In the late 1990s, when they began, they had many challenges — stigma, acceptance, early diagnosis and treatment. In the last 17 years, they, together, brought out several studies on prevalence of HIV/AIDS, behavioural pattern of people in high-risk groups and planned several strategies for prevention and rehabilitation of the disease among sex workers, truckers and drug users. They also planned programmes for care and support of those with HIV/AIDS.
"We worked on many projects together and at one point the line between Tansacs and Apac was almost invisible. With scientific models and technical support, Apac not only brought in valuable programme but also brought in systems," she said. For the first time, the government shared even the most uncomfortable data every survey and research it did on HIV/AIDS. Apac officials said they would continue to support the state health system projects in areas such as bio-medical waste management, equipment maintenance and help government develop communication research and data resource centers. Dr Lakshmibai, who joined Apac as a research officer, said the end of the programme did not mean end of need. "We managed to bring down the incidence but we will have to sustain awareness and prevention programmes for a few more years," she said. Lakshmibai is now project director of Tamil Nadu Aids Initative, another project backed by VHS.
